I suspect high rent costs&amp;risky market might be a &quot;better&quot; factor in why there are so many vacancies at UTC. 

I don&#039;t think the security guards telling people not to park at UTC would drive potential business owners away from UTC. Those security guards sadly do have a right in telling people not to park at UTC because it&#039;s private property. The &quot;freed up space&quot; would allow potential customer from the city of Irvine community to utilize UTC.

Side Note: I actually think it&#039;s ten times better for them to tell me not to park at UTC when my intent is to not pay for parking fees at UCI lots versus paying for impound, towing and other relevant fees. I would hate if one of those security guards was watching me from a distance and calling the tow service after witnessing me head towards campus.

Solution? Unless this idea was already rejected...free 3 hour parking w/ validation, after a small purchase. I think it would be a win-win situation. Businesses are most likely going to make money and we get parking. Irvine company can even become super rich if customers go over that three hour parking limit. If this solution occurs, NO need for many to pay for super expensive UCI parking anymore. :D</description>
